Alexandre Imbot and Eli Moraru are reshaping the status quo with The Community Grocer, a first-of-its-kind grocery store in Cobbs Creek that will offer hot, prepared meals for Supplemental Nutrition Assistance Program (SNAP) benefits, writes Leigh Green for PA Eats.
“This is a physical protest to a broken system,” said Imbot.
The future grocer and community hub, now under construction, will navigate SNAP rules to expand access to nutrition.
SNAP restricts hot, prepared foods to encourage home cooking and control costs, but this conflicts with the needs of many recipients. In Philadelphia, fresh, healthy grocery options are scarce, full-scale stores in low-income neighborhoods are often miles away, and people working multiple jobs, single parents, and elderly residents often lack the time to cook meals at home.
The pair chose to circumvent the “you buy/you fry” rule, which bars stores from selling ingredients then cooking them for SNAP users, by adopting a “you buy/they fry” model. They are building a grocery store next to the Resident Action Committee Workforce Development Kitchen, a nonprofit community kitchen.
Shoppers will pick up ingredient kits at TCG Groceries, walk into the RAC kitchen, and leave with a nourishing, ready-to-eat meal.
