The strategy focuses on both infrastructure and emergency preparedness. With many buildings over 60 years old, the district is investing in modern security upgrades to better protect students, staff, and visitors.

Jeffrey D. Cardwell, the district’s COO, shared details of the initiative at the recent NFMT conference. Among the changes: replacing analog cameras with digital systems, securing building entry points with vestibules and access control, and applying bullet-resistant film to vulnerable glass areas—all while maintaining a welcoming environment.

Transportation is also a priority in Norristown. Buses are now equipped with GPS, audio, and video tools to ensure safety on the move. Contracted vans and taxis follow strict guidelines to meet the district’s standards.

Emergency preparedness extends to regular drills, including newer secondary egress exercises to encourage alternative exit strategies. Each school also maintains an annually updated Emergency Operations Plan shared with first responders, and reunification plans are in development using off-site locations.

Communication remains key—families receive consistent updates via digital channels and announcements.
